MCL signs Memorandum of Cooperation to develop wind-powered distributed generation in Zhytomyr region

The Memorandum establishes a framework for the development of wind energy across the communities of Yemilchyne, Horodnytsia, and Barashy

On 26 February 2026, Mykola Herasymenko, Director of MCL Group, signed a Memorandum of Cooperation with Ivan Turovskyi, Head of the Zviahel District State Administration (Zhytomyr region). The Memorandum establishes a framework for the development of distributed generation projects based on wind energy across the communities of Yemilchynska, Horodnytska, and Barashivska. Heads of the respective local communities also attended the signing ceremony.

🔹 Key areas of cooperation include:

  • advancing wind energy as a pillar of energy resilience;

  • strengthening reliability of electricity supply for local communities;

  • attracting investments and modern technologies into the region;

  • fostering dialogue between public authorities, businesses, and communities.

Particular emphasis is placed on the role of distributed generation in decentralising the energy system and reducing dependence on centralised power sources — a critical priority for Ukraine amid ongoing attacks on energy infrastructure.

Today, distributed generation is not only about energy — it is about the resilience of communities, their economic capacity, and their ability to operate under systemic challenges. The signing of this Memorandum marks an important step towards shaping a new local energy model, where clean wind power becomes an integral part of everyday reliability and security,” said Mykola Gerasymenko, Director of MCL Group.
